WHY LIFE IS SO HARD?
Why life is so hard? The difference between the poor countries and the rich ones is not the age of the country.This can be shown by countries like India & Egypt,that are more than 2000 years old and are poor.
On the other hand, Canada, Australia & New Zealand, that 150 years ago were inexpressive, today are developed countries and are rich.The difference between poor & rich countries does not reside in the available natural resources.Japan has a limited territory, 80% mountainous, inadequate for agriculture & cattle raising, but it is the second world economy.
The country is like an immense floating factory, importing raw material from the whole world and exporting manufactured products.Another example is Switzerland, which does not plant cocoa but has the best chocolate of the world.
In its little territory they raise animals and plant the soil during 4 months per year. Not enough, they produce dairy products of the best quality. It is a small country that transmits an image of security, order & labor, which made it the world’s strong safe.
Executives from rich countries who communicate with their counterparts in poor countries show that there is no significant intellectual difference.Race or skin color are also not important: immigrants labeled lazy in their countries of origin are the productive power in rich European countries.
What is the difference then?The difference is the attitude of the people, framed along the years by the education & the culture.On analyzing the behavior of the people in rich & developed countries, we find that the great majority follow the following principles in their lives:
1. Ethics, as a basic principle.
2. Integrity.
3. Responsibility.
4. Respect to the laws & rules.
5. Respect to the rights of other citizens.
6. Work loving.
7. Strive for saving & investment.
8. Will of super action.
9. Punctuality.
In poor countries, only a minority follow these basic principles in their daily life.We are not poor because we lack natural resources or because nature was cruel to us.We are poor because we lack attitude.We lack the will to comply with and teach these functional principles of rich & developed societies.If you do not forward this message nothing will happen to you.
Your pet will not die, you will not be fired, you will not have bad luck for seven years and also you will not get sick.If you love your country, let this message circulate for a major quantity of people could reflect about this & CHANGE, ACT!!

Growing weeds is easy. Growing flowers is hard.

Having friend is easy. Being a friend is hard.
Dying is easy. Living is hard.
No matter who we are, life is hard, and we all ask why it should be so. But there is comfort in knowing we're not alone. So maybe your child or the person sitting over there needs to hear from you right this minute that sometimes you question, too, but that the One who knows us best and loves us most promises that for those who choose the hard way, the dawn gives way to morning splendor while the evil grope and stumble in the dark. Easy is its own reward. Hard is much, much finer.

Japo ni masikini, Tanzania yaongoza kwa kutoa misamaha ya kodi A. Mashariki

WAKATI serikali ikiendelea kutegemea misaada katika kufanikisha utekelezaji wa miradi mbalimbali ya maendeleo, imebainika kuwa pato la Taifa linaathiriwa na misamaha mingi ya kodi.
Taarifa ya Taasisi ya Uwazi Twaweza iliyokariri taarifa za Mamlaka ya Mapato Tanzania (TRA) inaonyesha kuwa mwaka wa fedha wa 2009/ 10 pake yake serikali ilitoa miasamaha ya sh 695 bilioni sawa na asilimia 2.3 ya bajeti ya mwaka huo tofauti na Kenya ambayo hutoa misamaha ya asilimia moja tu.
Misamaha hiyo inawanufaisha zaidi wawekezaji wakubwa wenye vyeti vya kupatiwa motisha kutoka katika Kituo cha Uwekezaji Tanzania (Tanzania Investment Centre) na Mamlaka ya Kukuza Uwekezaji Zanzibar (Zanzibar InvestmentPromotion Authority).
Misamaha hiyo hutolewa hasa kwa kuwa Bunge la Jamhuri ya Muungano halipati nafasi sawia ya kupitia matumizi yote ya serikali na hivyo kuifanya kuwa matumizi yaliyofi chika (hidden expenditures).
Taarifa hiyo imetaja mambo tisa, yanayoonyesha upotevu wa fedha za serikali katuika misamaha ya kodi.
Kwanza taarifa hiyo imeonyesha kuwa kiasi kikubwa cha kodi hakikusanywi.
Inasema kuwa, misamaha ya kodi iliongezeka takribani mara mbili ndani ya mwaka mmoja, ikipanda kutoka sh 459 bilioni mwaka 2004/05 hadi sh 772 bilioni mwaka 2005/06. Mwaka 2009/10 misamaha ya kodi ilifikia sh 695 bilioni. Kiasi hicho ni zaidi ya nusu ya sh 1.3 trilioni ambayo Serikali inapanga kukopa kutoka taasisi za fedha za nchi za nje kwa ajili ya kugharimia ujenzi wa miundo mbinu mwaka 2010/11.
“Kama kiasi hiki cha fedha kingekusanywa, kingewezesha rasilimali kwa ajili ya elimu kuongezwa kwa zaidi
ya asilimia 40 au kingefanikisha kupatikana kwa asilimia 72 zaidi ya rasilimali kwa ajili ya afya mwaka 2009/10” inasema taarifa hiyo.
Jambo la pili limeelezwa kuwa Tanzania inatoa misamaha ya kodi zaidi ikilinganishwa na
majirani zake Uganda na Kenya.
“Nchini Tanzania kati ya miaka ya 2005/06 na 2007/08
misamaha ya kodi ilikadiriwa kuwa wastani wa asilimia 3.9 ya pato la taifa. Mwaka 2008/09 misamaha ya kodi ilikuwa asilimia 2.8 ya pato la taifa na mwaka 2009/10
asilimia 2.3. Ukilinganisha na Kenya na Uganda misamaha ilifikia asilimia 1 na 0.4 ya pato
la taifa la kila nchi husika4 kwa mtiririko huo.
Jambo la tatu, imebainishwa uwa chini ya utawala wa Rais Kikwete misamaha ya kodi imeongezeka kwa kasi,
“Katika kipindi cha miaka mitano (2006-2010) ya Rais Kikwete, misamaha ya kodi ilikuwa
asilimia 1 ya pato la taifa (au asilimia 40) zaidi ya misamaha iliyotolewa wakati wa kipindi
cha pili cha uongozi wa Rais Mkapa (2001-2005).
Jambo la nne limebainisha kuwa wawekezaji wakubwa wa kimataifa wananufaika zaidi na
misamaha ya kodi.
Kwa mujibu wa ripoti ya mapato ya kodi ya Mamlaka ya Mapato Tanzania (TRA) inaonesha kuwa makundi matatu yanapata misamaha mingi zaidi.
Haya ni makampuni yenye vyeti vya kupatiwa motisha vinavyotolewa chini ya Sheria yaUwekezaji Tanzania na Sheria ya Kuendeleza na Kulinda Uwekezaji Zanzibar,
walipaji wa Kodi ya Ongezeko la Thamani (VAT) chini ya vifungu na 220, 223 na 224; na makampuni ya madini chini ya Sheria ya Madini.
Jambo la tano kwa mujibuwa ripiti hiyo, misamaha kwa bidhaa kutoka nje inachukua asilimia 75 ya
misamaha yote.
“Misamaha ya kodi inayotolewa kupitia Mamlaka ya Mapato Tanzania (TRA) inaweza kuwekwa katika makundi makuu mawili: Misamaha inayohusiana na uagizaji wa bidhaa nje ya nchi (ushuru wa forodha na ushuru wa bidhaa) na misamaha inayotolewa chini
ya vipengele vya Kodi ya Ongezeko la Thamani (VAT). Katika miaka miwili iliyopita,
sehemu kubwa ya misamaha ya kodi iliyotolewa ilihusisha ushuru wa forodha na ushuru
wa bidhaa zinazoagizwa toka nje ya nchi.”
Jambo la sita, inaonyesha kuwa Zanzibar inatoa mara mbili ya misamaha ukilinganisha na Bara.
Misamaha ya kodi inatolewa pande zote mbili za Muungano, hata hivyo, kama sehemu ya mapato, misamaha ya kodi imeongezeka kwa kasi zaidi
Zanzibar.
“Katika kipindi cha 2006-2010, misamaha ya kodi iliyotolewa na Mamlaka ya
Mapato (TRA) upande wa Zanzibar ilikuwa karibu asilimia 46 ya mapato yaliyokusanywa
ukilinganisha na asilimia 26 katika kipindi cha 2001-2005.
Hata hivyo taarifa hiyo inaonyesha kuwa misamaha ya kodi imeanza kupungua ambapo Serikali kupitia Wizara ya Fedha imeonesha dhamira hiyo.
“ Kwa hakika misamaha ya kodi imeshuka kutoka kilele cha TZS 840 bilioni (au
asilimia 4.3 ya pato la taifa) mwaka 2006/07 hadi TZS 695 bilioni au asilimia 2.3 ya pato
la taifa mwaka 2009/10. Japokuwa haya ni maendeleo chanya, ikiwa katika kiwango
cha asilimia 2.3 ya pato la taifa misamaha ya kodi inayotolewa na Tanzania imeendelea
kubakia kuwa zaidi ya kati ya mara 2 na 6 ya ile ya Kenya na Uganda.”
Lakini taarifa hiyo inabainisha kuwa japo misamaha kwa mashirika yasiyo ya kiserikali na wawekezaji wakubwa imepungua, imeongezeka kwa miradi ya wafadhili na taasisi za Serikali.
“Kati ya mwaka 2008/09 na 2009/10 kiwango cha misamaha iliyotolewa kilipungua kutoka
TZS 752 bilioni hadi TZS 695 bilioni”.
Kwa kuwa Misamaha ya kodi ni upendeleo uliopitishwa kisheria inakuwa vigumu kuiondoa kama imeshawekwa. Hii inamaanisha kuwa kabla misamaha haijaruhusiwa kutolewa, sheria inahitajika kuainisha ni aina gani ya watu, mashirika ama bidhaa zisamehewe kodi.
“Mara sheria inapopitishwa na kuanza kutekelezwa ni vigumu kuuondoa upendeleo huu kwani wahusika wanaweza kutoa hoja za ushawishi ili ziendelee kuwepo. Jitihada za kuondoa misamaha ya kodi zilizofanywa
na Serikali ya Tanzania hivi karibuni zimeonesha ni jinsi gani kuna ugumu katika kuondoa misamaha ya kodi iliyokwisha pitishwa kisheria”
